DIY Message Tube Beads Tutorial from Pat Winter Gatherings. You can use cheap aquarium tubing for this DIY. 
Here is another tube bead tutorial from Fave Crafts with a tiny photo. Inks are put in the tubes and metal washers are used.

Paper is put inside tubing for this bracelet from Anvil Artifacts.
